| UCMP is a partnership of consumers, business and authorities
The Union of Consumer Market Participants (UCMP) is a non-commercial partnership created in July 2003 with the aim of aiding in the establishment of a civilized consumer market in the Russian Federation. Representatives of consumers (the Union of Consumers of the Russian Federation), business (the all-Russia public organization of small and medium enterprise OPORA Rossii) and local authorities (the Congress of Federal Municipalities) became the founders of UCMP. To this date, the partnership consists of over thirty Russia-wide industry associations and unions, a number of the largest producers and retailer companies, expert centers and NGOs. The UCMP Supervisory Board includes heads of ministries and department administrations regulating the consumer market, as well as heads of relevant committees at the State Duma of the Russian Federation.
The Union of Consumer Market Participants is a discussion platform for the creation of a unified position on questions of consumer market regulation and cooperation on the development of its infrastructure among member organizations. Its main aims are the development and advancement of improved consumer market regulation and practical law enforcement proposals within Federal bodies, protection of the rights and legal interests of its members as well as the prevention or out-of-court settlement of their disputes. Primary mediums for this work are the organization of public legislation hearings, conduct of conferences, seminars and round tables on urgent problems facing the development of the consumer market, petitions to relevant government bodies and the conduct of arbitration proceedings.
From the moment of its conception, priority directions in the work of UCMP have been the protection of intellectual property rights, the stimulation of and aid in the creation of self-regulating organizations in all segments of the consumer market, participation in the creation of a new system of technical regulation, assistance in the formation of an effective state-public system of consumer rights protection and private-public partnership in the development of infrastructure for the consumer market.
The work of UCMP creates favorable conditions for a balanced consideration of interests, exchange of experience and constructive cooperation between entrepreneurs, consumer organizations, government bodies and local authorities.
